Local govt. looks to make up shortll after elimination of homestead credit

St. Paul, Minn. &8212;Local government officials throughout Minnesota are trying to explain a major change in state tax policy to residents who are angry about rising property taxes.

As part of the budget agreement that erased a $5 billion deficit and ended a state government shutdown, in July the Legislature repealed the market value homestead credit which gave homeowners a break on their taxes. Cities and counties reluctantly supported the change, but now theyre now taking heat from confused taxpayers.

The big problem for local officials, however, is that they asked for it.

A decade ago, the market value homestead credit briefly worked as designed. The state gave eligible homeowners a break on a portion of their local property tax bill and then reimbursed cities, counties and school districts an equal amount. Although homeowners continued to receive the full credit, local government leaders complain that their reimbursements from the state have repeatedly llen short in nine of the past 10 years.

"Local governments have either been increasing their levies or cutting programs in response to the states fiscal irresponsibility," said Keith Carlson, executive director of the Minnesota Inter-County Association.

This years reimbursements to local governments were $- million less than the amount paid out in homestead credits, said Carlson, who leads a group that represents many of the states growing or urban counties. That forced local governments to make up the difference.

To solve that problem, Carlson said, local government groups asked lawmakers to end what they viewed as a funding "charade." He said they got what they wanted in legislators decision to repeal the market value homestead credit — a change that will have consequences.

"If you take $261 million out of the system,Nike soccer cleats which is the states savings next year, taxes will go up by that $261 million," Carlson said.

State lawmakers replaced the credit that they repealed with a new homestead exclusion for homes valued under $413,nike air max shoes. 800. Eligible homeowners will no longer have to pay taxes on a percentage of their propertys value. But those calculations will result in a lower overall tax base in cities and counties.

Jim Miller, executive director of the League of Minnesota Cities, said local leaders will have to make up for that drop.

"There will be increases in some property taxpayers bills, and those are most likely to be high value homes, those that are above $400,000, commercial property, industrial property and apartments," he said.

But while those more valuable properties will be taxed the same as they were in 2011, people who own houses of lower value will the taxable value of their homes reduced.

"In order to get the same number of dollars, somebodys got to pay more if somebody is paying less," Miller said.

The Republican-controlled Legislature passed the homestead changes during the special session as part of a broader tax bill. Gov. Mark Dayton signed the bill into law, even though he had vetoed an earlier version that contained the same repeal.

Miller said cities and counties reluctantly accepted the change because continuation of an underfunded credit was no longer viable. He expects the conversion to be painful Nike mercurial vapor superfly, but temporary.

"We realize that theres going to be confusion, and that it will affect taxes and the distribution of taxes in communities," he said. "But it should be a one-year issue."

State Sen. Julianne Ortman, R-Chanhassen, who supported the repeal, said local government organizations suggested it. Ortman agrees that the credit program was broken, but she strongly disagrees with the claim that property tax increases are now unavoidable. She said local officials must make that choice.

"There will be some shifting between different types of properties in communities," said Ortman, chairwoman of the Senate tax committee. "But theres no reason to believe that this has totypes of communities be an increase in the amount that communities levy. In ct, the residents would prefer, Im sure if they can, for the cities not to increase the levy and find ways to reduce their spending instead."

Dayton said last week that hes looking at options for trying to bring back the market value homestead credit.

Two Democrats, state Rep. Ann Lenczewski of Bloomington and state Rep. Paul Marquart of Dilworth,nike outlet store. are proposing to do the same. Swollen waterways continued to subside today, one day after the remnants of Tropical Storm Lee swept northward out of the Houma-Thibodaux area.

Floodgates were opened Monday across Terrebonne and Lafourche parishes as winds began shifting to the north and pushing water out of bayou communities.

All schools in both parishes reopened today.

Lee weakened overnight and deteriorated as it moved over Mississippi and Alabama Monday afternoon, according to the National Weather Service.

Heavy rain from the storm rolled northeast into Appalachian states today, spreading the threat of flooding as r as New England after drenching the South, spawning tornadoes, sweeping several people away and knocking out power to thousands.

At least one death was attributed to the storm. In Mississippi, 57-year-old John Howard Anderson Jr., had been in a car with two other people trying to cross a rain-swollen creek Sunday night. The Intracoastal reached a high of about 4 feet at Larose Sunday night, up from its usual height of 1.5 feet. Water levels remained just below 4 feet Monday afternoon.

It will take longer to drain interior water bodies that have been backed up for days, Curole said. But he hoped conditions would improve by days end.

&8220;Because were going to have the north wind, I expect things will drain out really st,&8221; Curole said Monday evening.

All Terrebonne floodgates were opened Monday morning except for the upper Little Caillou floodgate, which still had water levels about 3.7 feet, said Angela Rains, Terrebonne Levee District Manager. A normal tide is about 1.5 feet. Rains said water levels were dropping across the parish.

According to U.S. Geological Survey gauges, water levels at Bayou Terrebonne dropped from a height of almost 6 feet early Saturday to 1.4 feet by Monday afternoon.

Water levels in the Houma Navigation Canal at Dulac dropped below 3 feet from a height of above 4 feet Sunday afternoon.

Claudet said Terrebonnes Emergency Operations Center closed Monday night, and a voluntary evacuation order for the lower parts of the parish had been lifted that morning.

The evacuation shelter at the East Houma Gym that had housed about a dozen people overnight was closed Monday morning. The Larose Civic Center, which housed a few people during the strorm, also closed Monday.

Claudet thanked parish employees who he said worked through the night Sunday to replace a iled pump at the Bonanza station in Houma and build a temporary levee around the Woodlawn pump station to protect it from floodwaters. He said the parish is working with the Levee District to drain areas with persistent standing water, like Dularge. Crews were clearing roads and debris Monday and today.

Terrebonne residents are encouraged to contact the parishs Emergency Operations Center at 873-6357 to report damage or flooding to homes or businesses. All other inquiries on public services should be directed to 868-5050.

KUCHING: Computer gaming is not necessarily a bad thing for youths, said Minister in the Chief Ministers Department Datin Fatimah Abdullah.

She said modern research and studies had shown that games could help sharpen a persons motor skills and ability to think creatively and strategically.

The continuing appeal of retro

Continuing the retro theme, whats the top selling 3DS retail game?The Legend of Zelda: Ocarina of Time 3D. The systems latest big release?Star Fox 64 3D. When the 3DS was unveiled two years ago at E3 2010, it felt like a glimpse of the future. Now its here and many are clearly already looking backwards. Gazing longingly, nostalgically at the past. In figurative and literal terms, a large group of us, as gamers, are obsessed with gaming in black and white.

Nintendo these days is sometimes portrayed as an out-of-touch, salivating, money-hungry corporation that would rather repackage its old games than deliver long-time gamers new and exciting experiences. But Nintendo isnt shoving these games down our throats. Ocarina of Time 3D has sold well around the globe, and the introduction of the Virtual Console on Wii in 2006 was so well-embraced that it, arguably, helped prompt a retro movement whose effects transcended to every gaming platform on the market. Nintendo tried to give us new experiences:Wii Sports Resort,Wii Music andSteel Diver, for example. By and large, it seems that many gamers couldnt look past their simplistic presentations long enough to appreciate the depth and creativity they offered, so they were often maligned as being too casual or too boring.

And yet, at the same time some of us embrace the simplistic presentations of retro titles from the Game Boy, likeGargoyles Quest, and laud the slower pacing of games likeExciteBike as ahead of their time. Nintendo ns often beg for new experiences, but ignore games like Steel Diver and send Ocarina of Time 3D to the top of the charts, while downloading every half-decent Game Boy game to grace the 3DS Virtual Console.

Simple, monochrome, and fun

Its not necessarily because of a lack of great new experiences at retail; Nintendo is currently just as obsessed with their past as many of their ns, and not because the present is uninteresting or the future isnt exciting. Even the latest confirmed Nintendo retail games for the coming year show a desire to move forward with modernised versions of classic franchises. Nintendo, quite simply, has a heritage that theyre proud of, and they want to share that with us. These games are worth remembering.

The ct that some spend most of their time on these shiny new handhelds playing monochromatic Game Boy games is evidence of this. Maybe theyre downloaded for nostalgias sake,Nike soccer cleats because theyve been played before; maybe some download them because they havent played them before and wish to gain an understanding-ppreciation for an era missed out on. But mostly, these games are just great. A forgotten gem

If that all sounds miliar, thats because it is. These titles may be downloaded for a kick of nostalgia, and Nintendo may have released them because they know that theyll sell, but we at Nintendo Life like to think that they released them for another reason: because these games are reminders that their current strategy, despite its criticisms from gamers and critics alike, works. The Wii is technically an underpowered console, and its games are often written off as overly simplistic or visually outdated. But 20 years from now well be downloading Wii games from the online stores of our new, mind-controlled Nintendo console and wondering how we ever let games likeLittle Kings Story andExcitebots pass us by. Gamers with a love for retro gaming will always be looking back just as much as they look forward; always obsessed with gaming in black and white.

Theres nothing wrong with looking back; its just that we Nintendo ns have a nasty habit of ignoring the great things that happen in the present. If we genuinely want new experiences from our vourite developer, we have to actually support those games when they come around and get past the idea that any game that has a metascore of less than 80 isnt worth our time. Gaming has progressed ster, arguably, than any entertainment medium in history. And as the great pConsole Gamesrophet Ferris Beuler once said, life can move pretty st. If you dont stop and look around every once and a while, you might miss it.

I havent spent a cent on any 3DS games yet. I have spent $20 on the eShop VC though. Nostalgia is good.

I think this article makes an important point. The Virtual Console really started a renaissance for retro games, and solidified "retro" as a gaming genre. That said, after working in the retail video game industry for five+ years, partially during that renaissance, I think the majority of people downloading those games had never played them before. So Id argue it is a lot less about nostalgia and a lot more about vying to learn more about the past. However, nostalgia can alter how gamers perceive games. For example, FFVII went from a great game to "the greatest game of all time" due in large, in my opinion, to nostalgia. But I digress.

Gaming is special because, even if the songs or video get outdated, the gameplay wont. You watch a 1980 movie and youll probably feel like your eyes are bleeding. Play a 1980s game and if it was fun then, its still fun now!

And I was around during the NES era, but I had a Genesis. Sadly I never finished Sonic and those classics (I was too young for that) so I need to finish both retro Nintendo and retro SEGA games.
